Added LabIgnoreHiddenTestsForClinicalStatus registry setting

Added a registry setting, LabIgnoreHiddenTestsForClinicalStatus, that defaults to True. This causes Critical Statuses in the results overview window to show the highest criticality for only non-hidden tests.

Added a new registry setting that, when enabled, ensures the Critical Status on the Results Overview only reflects the highest criticality on non-hidden tests. This logic is applied at the database level and is reflected across reports and patient portals.
