Retraction Testing:
Use this Simple Test. If the print passes the test, further steps should not be necessary. You can also try this Lattice Cube.
If the Retraction length is too high, it might cause a Clog. When Testing Retractions it is recommended to start testing with retractions turned off, and increasing retraction until you stop seeing improvements to reduce Stringing. Generally for most filaments it's recommended to keep retractions below 5mm.
If you are using Cura you can use the Cura Calibration shapes, and select the RetractTower script.
Retraction can help prevent Stringing.
Too much Retraction can cause Extruder Grinding, slow Print Time, or Under Extrude.
It is recommended to turn off Retraction when printing Flexible filament, because it might cause a Clogged Nozzle.
Avoid crossing outlines for travel movements in Simplify3D that can reduce Stringing if Retraction is insufficient or turned off.
