Process Bounces? Dynamic or Static Server Configuration

Whats a bounce? It is when a server side process is restarted.

Sometimes when you change the configuration of the system, the processes that use that configuration will have cached their copy of the value from when they started up. This is called static configuration.

As the product developed and where the additional complexity merits it, some configuration has been made to be dynamic i.e. nothing needs a restart when the values change.

The server configuration will tell you which process listen to configuration and whether the configuration is static of dynamic
