Tuition and Fee Assessment Policy

Purpose
The Tuition and Fees Assessment Policy provides clear principles to ensure best practices related to standard billing rules plus simple and accurate assessment of tuition and fees. The Policy also serves to articulate the elements that are key for compliance with timely assessment, decision-making, and implementation.
Scope
The intended audience of this policy is staff.
Definitions
Billing rule: A function in the Banner Student Accounts Receivable module that determines the charge for a particular population.
Detail code: A code that determines how revenue is organized or bucketed in Banner. This policy is limited to those detail codes concerning tuition.
Responsibilities
The office of Student Accounts will be responsible for administering this policy.
Advisory input on this policy will also be required from the offices below; their specific roles will be outlined in the Procedure section:
- Finance & Business (Director of Accounting)
- Financial Aid (Assistant Vice Provost for Financial Aid and Scholarships)
- Information Technology (Assistant Vice President, Enterprise Software Product Management)
- Institutional Research and Decision Support (Director)
- Registrar (University Registrar)
- Student & Academic Systems (Assistant Provost)
Policy
- The New School prioritizes simplicity and accuracy in the assessment of tuition and fees.
- Overall, the billing structure will be kept as simple as possible, and only as different as necessary.
- Thus, billing rules and detail codes shall be constructed according to the simplest possible combination of Banner fields, with the broadest applicability possible: typically College and Level and, only where necessary, College, Level, and Major.
- Banner being the system of record for all student bills, the simplicity and accuracy of said bills will be prioritized. The needs of departmental organization and budgeting are better served by translation work on the integration to the Finance office’s system of record (currently Workday).
Procedure
- The office of Student Accounts is responsible for building the billing rules and setting up detail codes in Banner.
- Requests for new tuition detail codes may be made in writing once yearly to the Office of Student Accounts to coincide with the running of bills for the upcoming fall semester. For the purposes of a timely implementation, such requests must be made no later than May 1st of the year of said fall term.
- Final approval of such requests will be up to the discretion of the Director of Student Accounts, according to principles 1-3 in the ‘Policy’ section and in consultation with the University Registrar and the Directors of Accounting, Financial Aid, and Institutional Research & Decision Support. In the event of approval, the Office of Student Accounts will inform Student & Academic Systems and IT to consider any potential downstream impacts and update the crosswalk to Workday.
- In order to more proactively identify potential limit cases and exceptions, the Student Accounts Advisory Group will add a regular agenda item addressing recent student billing issues to its monthly meeting; this group includes representation from Student Accounts, the Registrar’s Office, Financial Aid, Finance, Student & Academic Systems, Institutional Research, and IT.
