Shipping to China, Russia, Venezuela, and Hong Kong
The US Bureau of Industry and Security (BIS) has implemented new EEI Filing requirements when shipping non-documents to China, Russia, Venezuela, and Hong Kong. These filing requirements pertain to all carriers.

The Electronic Export Information (EEI) filing requirement for items subject to Supplement No. 2 to Part 744 destined for China, Russia, and Venezuela became effective on June 29, 2020.
EEI filing for exports to China, Russia, Venezuela, and Hong Kong of items controlled by Export Control Classification Numbers (ECCNs) not listed in Supplement No. 2 to Part 744 are now required.
What does this mean for me in PostalMate?
If you are shipping Goods or Documents of any value to China, Russia, Venezuela, or Hong Kong, it is best to contact the Carrier to find out the filing requirements.
If the shipment requires an EEI, you will not be able to complete the shipment in PostalMate. However, you can still rate the shipment in PostalMate and charge your customer in CashMate. Click here to learn how to process offline.
If the shipment does not require a EEI filing, you will need to type or handwrite the classification EAR99 next to each line item on the commercial invoice.
If the customer does not have an EIN, they can obtain one through the IRS website: https://www.irs.gov/businesses/small-businesses-self-employed/apply-for-an-employer-identification-number-ein-online
