Implemented a configurable modifiers allow list
An allow list of modifiers has been added to Lookup Tables. By default this list has no entries and operates in a do not validate coder entry of modifiers mode (any modifier valid or not can be entered).
If you add one or more modifiers to this list the mode changes to enforce the list as the only modifiers allowed.
As an example, here is the warning a coder will receive when attempted to enter a modifier 50 when the allow list is configured as above.
